Does FEMA allow the "ultimate build-out based on Land Use" floodplain to be mapped as the FIRM (as opposed to the typical "existing" floodplain)?  If not through FEMA, the ultimate could be regulated locally - is there a City that is regulating the ultimate?

Also, can you recommend a Flood Proofing reference defining specific design criteria or regulations?  I have seven different documents dating from 1997 back to 1984 - the best appearing to be FLOOD PROOFING REGULATIONS - EP 1165-2-314 (Dec 15, 1995).
